It is the apparent requirement. Proactive bar paves way for welfare of the future of the bar. If we trace our recent history the present state of bar is the result of reactive bar. Reaction is always to a particular circumstances and does not have long life.

the idea is good but the trouble is the way judges are being appointed at higher level and the kind of behaviour is being shown towards the lawyer, there is in fact need of reactive bar.
they are not willing to do away with Uncle judges, the selection process still remains hidden, political affiliations are still there.........in such a situation how can the bar maintain cooperative attitude.
these judges will always try to make judiciary their personal property, it is the bar only which can put check upon them, for general public they are just unavailable and unanswerable.
