Boundary wall and sanitation

Hi lawyers,

  Our house was constructed 25years back. Our sanitation line is going underground through our neighbour's site into open drainage as the house is below road level. Now we are planning to make it connected to the underground system. For this, the owner is not allowing as it involves digging up the pipes and installing new pipes from his site also. How to proceed legally? Moreover, he constructed a kitchen,bathroom and staircase attached to the boundary wall long back. Can we object this construction now? Please help us in solving this issue.
