Cat court procedure

Sir,

      I have filed a court case in Central Administrative tribunal,Principle bench one year back through my advocate and till now my case has been listed under the heading "Ready for hearing" but i dont know whats is wrong with my lawyer each and evry time he is not available for argument some time government lawyer is also not available and due to this i have fed up .i have already given full fee to my lawyer in the start as he demanded but he is not doing his duties.i am very well aware of fact of my case and having knowledge of suprement court cases and also high court cases and CAT Judgements which will be helpfull in my case.i can also do the argument with the government Lawyer.I want to know how can i make argument on next date of hearing if once again my lawyer is not availabe,i want to appear in my case with my lawyer.could some body tell what is the procedure do i need to take permission from chairman CAT or i ahve to file another application myself.Please Sir guide me.
