Communicating with members

Hi

 Is it necessary to post all the notice from committee to the association members who do not reside in the apartment. I understand official notice for AGM needs has to be sent or defaulter notice need to be send via post or email. I am referring to general notice that requests for a letter for some work decided to be undertaken. 

Is it enough to publish on the notice board or is it necessary to communicate individually
