Date of birth change in passport

Dear Members ,

Is there any Honorable Supreme Court judgement in recent 6 months(last six months of 2015) which says that a person can not change his DOB in passport ,where the difference in DOB is NOT more than six months )??????

Passport officer is saying that you can not ever change your DOB in passport .

Please help in clarifying the doubt.
