I have a doubt.
The matter in brief is as under.
One small company in Bombay has obtained license for Fabrication of
Pipes from Mumabai Municipal Corporation as per Mumbai Municiapl Corporation Act, 1888 and subsequent amendments made.
After fabrication, several tests are to be conducted to ascertain
its efficiency and correctness and Hydraulic Pressure testing is
one among such tests. Hence separate licence for conducting this
test is not obtained.
Now the Mumbai Municipal authorities have failed a case agains the
said firm on the ground that they have not obtained license for Hydraulic Pressure Test.
Kindly give the expert opinion whether it is mandatory to obtain
license for this.
