There's no such thing as mutual consent annulment. Annulment is based on grounds.

On other platforms, I am reading that the other party can deny the claims of annulment, such as non consummation of marriage. Is that something that can be an issue?

Sure. Non consummation is one of the grounds for annulment. Consent is not sine qua non for it.
