Occupants rights

Hello Experts,

I require your assistance and advice in a family issue. My father lives in a property in ahmedabad since 20 years. The real owner of the flat is my uncle who lives out of india since 20 years. This flat was verbally agreed to be of my father with no legal proof on hand with my dad. The only papers he has is of the bills he pays for electricity, maintenence charges and muncipaility charges etc.

The said society is going into redevelopment and requires signatures of the real owner to proceed with the redevelopment with a builder. In this case my uncle has agreed to sign but requires a share in the said property.
 
As a resident and occupant what legal rights do my father have to stop the redevelopment till the time my father and uncle reach a amicable solution.
 
appreciate your assistance. let me know what process is to be followed to have a stay order issued to society for not to proceed with the builder.
