Order 27 Rule 5A of CPC

Order 27 Rule 5A of CPC reads :-

Where a suit is instituted against a public officer for damages or other relief in respect of any act alleged to have been done by him in his official capacity, the Government shall be joinde as a party to the suit.

Please note that the said order does not read, Where a suit is instituted against a public officer in respect of any act alleged to have been done by him in his official capacity, the Government shall be joined as a party to the suit.

Does it not therefore mean that the said order is not applicable to each and every suit but is applicable only to suit for damages or suit for other relief in the nature of damages???? Is it not correct that "other relief" in the said order has to be given a restricted meaning????
