POA Property sale and tax liability

I owner a small plot of land and I amalgamed some more piece of
land owner by my cousins and together we granted POA to a builder.
The builder sold flats/shops to shopkeepers many of whom neither registered nor
applied for mutation.

Civic body informs me I am responsible for tax liability.

How do I relinquish my auhority and tax liability in this case

Until the shops etc.... are not transferred unto the name of the purchaser, you will be deemed to be owner of such property and hence liable to civic taxes, there is no way of relinquishing your liability unless you transfer the property.

 I am not sure what kind of deed/agreement  they had with the builder. Isn't property registration/mutation the responsibility of the current owner /occupant ?Or else they can be deemed illegal occupant. What happens to property taxes in case of an illegal occupant
