Purchase of farm land

Hello, 

I was interested in buying land around Pune for Construction purposes. But the land has not been converted to N.A.  My Question is :

A) How can i convert this land to N.A. , after purchasing it?

B) How much should this conversion approximately cost? 

This land is still outside Pune Municipal limits.. so i dont know how should i go about Registeration or conversion? Should i even purchase such land or should i ask the seller to convert it before selling it to me?

1)apply to collector Pune with prescribed formate with all documents 7/12 extracts fresh and for50 years with all mutation entries therein,lay out plans 7copies falni nakasha.the revenue autharitis will direct it to diffent departments for Noc,second set will go to tahashidar and circle officer for NA inquiry and third to town planning for layout sanction. 2)Cost may vary'depending upon location and various factors. 3)you may but it will take time to convert you may enter into agreement to sale for future NA plot.
