Regarding withhold of gratuity by pay & accounts

Sir,

This is my Question that, arrest due to personal property matter of a govt servent and suspended,

suspension Revoked And Joined without any departmental enquiry or judicial case innitiated by the department. Retired and Not getting Pension his Gratuity is also withhold.There is no order from the department Nor from The Pay & Accounts office till date. What is to be done.
