regularisation on contract basis

hello, i am working as project assistant in a government educational institute since Nov. 2002(on consolidated salary). The project (initially) funded by MHRD, Govt. of India.

1). Initially the contract was handed over for a period of 6 months, but is extended evry six months till date ie. from Nov. 2002 to latest Feb. 2012 without any single day break.

2).In between in the year 2007(july) some posts were approved from Govt. on which i am working. note: i am working as project assistant and approved posts as engg. assistant but i fullfill all the elegible criteria.

3). In interim the institute notified that it wiill no more consider as an PROJECT but as a depatmrnt of institute.

4). Even though the post are approved by Govt., they were not adertised and i was kept and continued on contract till date.

5). Even the salary was not hiked as per the approved posts and was also made to work for other computer related jobs.

6). As it was 7 yrs as proj. asst. i send a representation for regularisation, but it was turned down. And now they wont to advertise it in papers, but sir the post has been categorised as OBC so cant even apply for it.( i fall in general).

So please can you help me. Are there any rules where in i can fight for my job? Job i am doing is of e-content developing and is of continuese in nature.

please please help. regards
