Section 12 limitation Act.

i am confused between section 12(2) and 12(3) of limitation act 1963. provision is very much clear. but  my confusion is why legislature created 2 sub sections when it could be made in 1 single sub section?

i think there is a  difference in  12(2) when an appeal is to be made but in 12(3) it says when an appeal is made ie pending

Section 12(3)  does not  relate to  suit ,   and it  makes provision for  excluding  time  taken  for obtainig  copy of  judgement /decree for the purose of  appeal review  or  revision since no  copy  of  judgement or  decree  is required for  filing  suit  as in the  case of  appeal  review  or  revisin application
