Service matter- removal from service

Private Bank Employee (Branch Manager) got punishment of Removal from service during departmental enquiry, Entire inquiry conducted in a biased manner and with  prejudice , Principles of natural justice not followed. Whatever  employee requested documents not provided for evidence by bank stating not relevant. 

Employee filed appeal and it was rejected arbitrarily confirming punishment of disciplinary authority, without giving even an opportunity of hearing to appellant.

I humbly request your suggestion what legal remedies available to employee.

Some further details like bank being in co-sector,total no of employees etc. is required.

Since the employee is in managerial cadre,no point in wasting time in approaching

labour office.

He can file civil suit claiming damages.
