Structural repair of ceiling

Respected Sir,

Recently the ceiling of the flat which is below my flat collapsed.  Its a structural damage.  We wrote a letter to the society asking them to repair the ceiling, this was as per rules stated in the bye laws of the co-operative society.  To this the society called a SGM and placed this matter before the members and asked for their opinion on the repairs, as who should do the repairs since society does not have enough funds.  One member suggested to gather funds from all member and one member said its an individuals problem, so the owner of that particular flat has to bare the cost of repair.

On the basis of this discussion can the society advise that flat owner to bare the cost himself or it is the duty of the committee member to arrange the funds for repairs.

Your wisely suggestions will be highly appreciated.

society is having responsibility to repair and maintenance any part of the building. as per bye laws can folllow.
