tax on property purchased below circle rate

Sir
I serve in Agaratala and belong to schedule tribe category. i am exempted from paying tax on my income. in 2015 Nov. I purchase an agricultural land Near Solan in a village in Himachal, far from state highway or link road. I paid less than the circle rates as the land was in faraway place and mostly jungle and sandy. now in May 2018 I have receive notice from income tax saying that I have purchase the land at lower than circle rate the difference amount will be taken as my income and it will attract tax , penalty and interest. Sir/madam i have following questions
:
1.if the difference is treated as my income, since my all income is from tripura will it be non taxable.
2. if it is gazab ke then why the revenue officer didn't tell me that I can not buy below circle rate or have to pay tax on difference. This could have stopped me from getting wrong there itself.
3. if it is taxable then how can I reduce the tax liability
or avoid the tax law fully.
