Violation Of Building rules by Neighbour

sir,

My neighbour is constructing his property within the frame work of the "Kerala municipality Building Rules" Vide section 62 of this rule, the distance to be maintained minimum for small plots ( 125 sq mts and less) is 90 cm on one side and 60 cm on the other. On the 60 cm side, no opening is permitted other than ventillators at 2.2 mts height from level. Now my neighbour has provided openings in vilation of the rules. I have approached the Municipality for redressal within provisions of the rules. However till now after the passage of nearly one and a half months the municipality has not acted , despite me once again visiting them and appraising of the issue. What are the legal options open to me Now?
