BACKGROUND:

The newly arisen issue regarding the Tirupati laddu as late as in September 2024 has caused quite a stir because of the possible application of animal fats in the preparation of this exceptional offering for the temple. The Tirupati laddu, the prasadam offered at the world-renowned shrine of Sri Venkateswara Temple in Tirumala, Andhra Pradesh is known all over India. The reports of adulteration in the ghee that is used to make the laddus has stirred the public and has created legal issues, religious issues and logistical issues.

THE ALLEGATIONS: ANIMAL FAT IN SACRED PRASADAM:

The controversy was fired when doubts were being raised over the quality of ghee provided to the Tirumala Tirupati Devasthanam (TTD) for preparation of laddus. A report from a private laboratory NDDB CALF also showed that the ghee used in preparation of the part laddus contained foreign fats such as palm oil fish oil beef tallow and lard pig fat. These findings caused an instant outrage especially because the laddu to millions of Hindu devotees is a holier-than-holy offering.
This is rather sinful, particularly due to the fact that many Hindus, followers of the healthy and pious vegetarian lifestyle consider cow-derived animal fats appropriate and sacred for religious rituals. It was even worse that the preparation of the laddu contains lard and beef tallow, which is unpalatable to Hindu religious beliefs, and also posed doubt over the honesty of the suppliers who provided these products to the temple as well as the standards of quality control in the food products being sold in the temple’s premises.

IMMEDIATE ACTIONS AND RESPONSE FROM TTD:

The TTD governing body, in charge of the temple and its offerings, responded with lightning speed to allegations of the scam by initiating a purification ritual of laddu prasadam. It also suspended using ghee supplied by Tamil Nadu-based AR Dairy Food Private Ltd, which had been supplying substandard ghee.
Tirumala Tirtha, Executive Officer, TTD promised that stern measures would be taken so that again such adulteration incidents would not have a chance to recur. The TTD constituted an expert committee to form an in-house laboratory to carry on continuous quality control, thereby putting an end to the dependence on external laboratories for pure ingredients. They also initiated a process of blacklisting the suppliers who were supplying inferior quality ghee and also a new list of suppliers as demanded by quality standard was identified.
Despite the controversy, the demand for Tirupati laddus has not dipped. From September 20 to 23, 2024, more than 13 lakh laddus were sold with devotees thronging the temple. It speaks of the deep cultural and religious significance that laddu has despite controversy.

FSSAAI ISSUES NOTICE TO GHEE SUPPLIER, NUMEROUS PILS FILED IN SC:

The Food Safety and Standards Authority of India (FSSAI) has served show cause notice in the Tirumala Tirupati Devasthanam to a Tamil Nadu based firm for supplying low quality ghee.
Further, more petitions were presented in the Supreme Court on the same matter. While former minister and BJP leader Subramanian Swamy had demanded a court monitored investigation into the issue, the TTD crisis turned into a political issue with YSR Congress MP Y V Subba Reddy, the former chairman of the TTD who has stated that he would not engage in adulteration asked for a probe into the issue by an independent committee comprising one retired Supreme Court Judge.
Vishwa Hindu Parishad’s apex body also prayed to the Supreme Court to take suo motu notices of the Tirupati Laddu adulteration charges.
Andhra Pradesh Chief Minister Chandrababu Naidu has promised a Special Investigation Team to look into the allegations. 
As more people demanded a thorough investigation and severe actions on the allegations labelling that animal fats are used in Tirupati Laddus, the country’s food safety regulator has demanded to know from A.R Dairy Pvt Ltd why its license should not be cancelled for violating the provision of the Food Safety and Standards (Food Products Standards and Food Additives) Regulation, 2011. 

LEGAL COMPLEXITIES:

Such religious offerings like the Tirupati laddu are surrounded by controversies that raise several legal questions. The first comes under the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011. In this it is stipulated, for example, that India has standards for food safety, which also includes the quality of ghee used in the manufacture of foods. The FSSAI ensures these regulations are followed, whereby in the case before one is clearly in violation of these regulations by adulterating ghee with animal fats. The perpetrators have provisions, that lead to legal redress, including penal monetary measures as well as losing their licenses.

Moreover, whereas hundreds of millions of Hindu devotees hold Tirupati laddu in high cultural and religious esteem, the revelation of the presence of animal fats in such an offering has shaken the faith of many devotees who are especially strict followers of vegetarianism or consider cows sacred.
The religious sentiments are known to the TTD authorities, which has vowed to regain the sanctity of laddus by promising that pure cow ghee would be used only in the preparation of laddus hereafter. The temple authorities have also stated that the quality of the laddus would be monitored strictly through an in-house laboratory. Although this scandal has temporarily smirched the reputation of Tirupati laddus, TTD's swift response and tenacity on part of the devotees could see through the traditions and offerings in the temple in the long term.
