Amalgamation of plots & const building touching to existing

Our is Plot  'A' on this our building is existing with O.C and B.C.C aprovals.

while purchasing flats the developer has taken consent of all in agreement for sale for amalgamation but did not mentioned that he will construct new building touching to our existing building in which we are staying for more than two years.The develper has not even formed society till today so that he does not have to give conveyance of our plot 'A'.

Now some how he has got part IOD of adjacent plot 'B'  by amalgamating both the plots and construction of new building touching to our existing building and started doing work without informing us in doing so he has enclosed the parking space,bore well and control switche box to our water supply pumps.

My question is waht ever he is doing is  it legal was it necessary for him to take concent from us to construct building touching to our building?

should the buildling proposal deparment, byculla. Mumbai  and MHADA had asked him for our concent, or can they legally give premission without taking our objections?

Please help we are all scared.
