Can a Past Service in Autonomous body be considered forfeited after teachnical resignation

Dear Sirs,
I have put 5 years of regular service in an autonomous body of state Government from 2011 to 2016.
thereafter in the year 2016 I applied for another post in state govt.I sought permission of my present employer of that time and applied through proper channel.
I was able to qualify the said exam and got selected under state Govt.However,the state govt of Himachal Pradesh keep s new appointees on contract basis for three years as a policy.
I was relieved by my previous department with a lien upon submission of my technical resignation.
My query is in my presnt job which is on contract basis in state govt,can I aply for a post where 3 year regular service is required as a condition?
Will my regular service in
previous job from 2011 to 2016 be counted as eligible service for applying to such post?
Kindly give suggestions.

The past service is eligible for terminal benefits.
