change of land use to non-agriculture

I have purchased a 1380 sq.ft. agriculture land in Uttar Pradesh and make a permanent 3 ft. boundary along with a room (size 10 × 9 ft.) which is out of municipal corporation and development authority. I want a housing loan to construct a house but bank told me that the nature of land should be non agriculture.

what should be minimum area of land to change use of Land to residential?

After construction of 3 ft. boundary and a 10 × 9 ft. room conversion may be possible or not.

If not possible what should I have to do for conversion.

File application at SDM office under section 143 of UP zamindari abolition and land reforms act.

I have already submit an application to related tahsil, but lekhpal told me that only boundary and one room is not sufficient to change the use of land. As per lekhpal I have to make a proper small house to be change the use of land. what should be minimum area of land to change of Land use to residential?

Lekhpal is not giving you correct information, there is no limitation of prior construction for change of land use.

You may change use of land then start construction.

But without change of land use to residential bank denied to give housing loan.
