Why did you issue such a cheque which could not be dishonoured ?

What sort of obligation is expected ?

The action is to deter customers from not issuing cheques without sufficient balance in their account, and a customer can now with a click of a tab know the balance in his account before issuing a cheque.  The cheque bouncing is a criminal offense if a cheque is bounced for insufficient persons.  No one can raise the issue of justice with dirty hands.  If it is for some other reason like the wrong mentioning of date etc., the Branch is already having such discretion to waive if the convincing explanation was received.

You have not posted complete facts. Such charges could be levied, but ought to be reasonable.
