Consideration for promotion after technical resignation and joining the same post in a different zone.

Expert Opinion Needed! I joined as an Inspector (Preventive Officer), Cochin Commissionerate, Central Board of Indirect Taxes under Ministry of Finance on 22.10.2012 (2011 Batch). Then after technical resignation I joined as Inspector, Central Excise Delhi Zone, Central Board of Indirect Taxes, under Ministry of Finance on 01.06.2018 (2014 batch). Presently I am continuing in Delhi Zone and my counterparts of 2011 batch are being considered for promotion but I am not. I have served in same capacity as them but in different zones, so will the technical resignation stop me from being considered for promotion. Kindly guide me through. Thanks.
