Contract job vs regular degree course

Dear Sir,

my friend is working as a third party pay roll at a government organisation( contract) sept 2021 to till date and pursuing a regular degree course from private institute in the covid period and his/her course duration is 2019-21 till june /july but due to covid he has family and financial problem. and the final  exam has been completed in august 2022 (1.4 months delay). This matter is in knowledge of the administrative officer what is the final  consequence in the legal view.

Admittedly, he has already completed his course. And the authorities have no misgivings as to his devotion to duty. As such, there could be no issue at all or any legal consequences.

The course is stated to have been complete, what is the problem? 

Pursuing the course is already in the knowledge of Adminstration of contractual employee /student, there is no issue. 

It is the case of your friend, as stated by you, how and why you are concerned /worried ?

since he is outsourced employee, he is not employee of the deptt and not governed by CCS rules.  He needed no permission and AO can do notingb (unless standing orders of the contractor manpower firm makes it obligatory)
