DP4 would be charged on us[me and my family members]?

Hello Experts,

If I file a complaint to Reg DP3,
DP4 would be charged on us[me and my family members] automatically.

And that doubt is stoping me to file a complaint to Reg DP3.

Facts:
No Dowry was given, but 498a family claimed that they gave huge dowry in 498a Case.

I want to figth out against them.

Advices please

Dowry giving is not offence as per Section 7(2) of the DP Act.

so is it true that dowry giving is not a crime ,but i heard that various cases are file in court
