Can police be allowed to thrash accused in its custody?

If police beats an accused with leather belts(2 times) and slapped multiple times on faces. Is it acceptable under law of justice.

Tha traffic police have no authority to beat up anyone for violating rules Even a murder. The police cannot thrash an accused. any such order must state the law clearly.
