Delay/non execution of nbw by police

Dear Lawyers/Experts,

Chief Metropolitan Magistrate (CMM-Bangalore) issued NBW in a Criminal Case under Section 138 of Negotiable Instruments Act. The Accused not appearing before Magistrate. Concerned Police also not arresting the Accused and producing before Magistrate. The concerned Police just returning the NBW with remark "Accused not found at the Address". 
The honourable Magistrate say until and unless the Accused brought and present before him/her (Magistrate), he/her (Magistrate) can not start arguments.  
In this regard, what I have to do and how shall I proceed to get Justice.

Plz say me whether accused is service holder if yes where do his job if he is business man where is his business situated .

Hello Mr.Datta,

Accused is MD (Managing Director) for a Limited Company Registered under Companies Act.

And, whatever the address furnished to the Registeror of Companies and given in DIN (Directros Identification Number given by Registror of Companies), we have given in the Court.
