How to fight,if someone embezzled money of any shrine or mosque

we have taken control of shrine from last 8 months and we have 7 lakh rupees
and the previous man shows only 18 lakhs from last 40 years

That is just suspicion. In absence of any proper documentation, it would be difficult to implicate someone in these kind of cases
