you mother may file a domestic violence case against your father if there is any domestic violence committed by your father and if your mother is also working/earning then she is not entitle to get any maintenance. but in domestic violence she can claim compensation.

She is within her rights to stay with her husband and ask for maintainance.
Involve elders of the family, respectable persons in the society/your community, to resolve.
