Govt. employees enjoying benefit from contract works as contractor

Sir, Can an employee appointed by State Govt./Central Govt. or appointed under projects i.e. SSA, NRHM etc. sponsored by State Govt./Central Govt. enjoy the benefit from contract works as a registered contractor ? Please, suggest.
