My neighbor has obtained a home loan from a bank by pledging the property. How can I know whether he has obtained a second loan from another bank by creating second charge. Is the second charge is also registered at Sub Registrar Office and at Cersai under Sarfaesi Act?

Generally a good bank will not give a loan if there is another charge on the property. What is your interest in the matter? Are you planning to buy that property?
