There is no such prescribed format or procedure in Consumer forum. The arguments made orally before Court must be stated in writing for a record, so that the bench can not overlook essential facts made out during oral arguments.
The essentials are
1.The nature of complaint, grounds for deficiency, documents filed for establishing the deficiency point by point.
2.Rebuttal for the counter of opposite party, and file documents that prove that arguments of other parties are not based on facts/law and pointing out that the OP has not supported their statements with any valid document.
3.Reiterating the prayers made in complaint.
Remember there is no such procedural format prescribed. But serving written arguments is necessary to opposite party after arguments and prior permission for submission of oral arguments is also necessary.
