How to open a coaching /training center which also gives certification?

i want to open a coaching center in bilaspur chhattisgarh but i live in govt. quarter having a space of a hall i want to open here only. and i will be owner. what documents do i need and what business category it comes under(LLP,OPC,PVT LTD)? i also want to give certification from my training center. please guide me masters.
