It is not clear what do you mean by "how to read this"?

I think you want to know as to what exactly the court has said in this matter.

Before answering your query, I feel being an Article, first you should indicate what is your understanding.  

Thereafter either one can agree with your understanding, or correct you in case your understanding is wrong.

So indicate first as to what you understood from the decision.
