Hr not providing release letter

Hello,

 

Presently I am working for a German MNC in India as a contract employee on yearly contract renewal. I have joined this organization on October, 2010. My contract is usually from 1st May to 30 April of every year. 

My last contract got expired on 30th April, 2014. On 30th April, 2014 HR has send a mail stating that 

Your employment contract for the year 2014-2015 will be renewed by the end of June 2014.

Please note, revision in the contract will be effective from 1st May 2014.

On 25th June, 2014 I send a mail to the HR Manager marking CC to my Present Reporting authority & Zonal Head. 

 

This is to inform you that I XXXXX joined  office of XXX India Pvt. Ltd. on October, 2010 as Officer XXXX on yearly contractual basis wants to resign from my services with immediate effect or latest by 10th of July, 2014 on the closing hours of the day. Hence, I request you not to renew my contract of 2014 – 15 & release me from my present role. I would be thankful if you kindly accept my resignation & settle all my dues on the same date of release.

I haven't yet received any formal communication from the HR department in this regards. They have already hold last months salary (Salary slip issued). In the mean while my present reporting Manager informed me to handover all my job responsibilities to 2 - 3 persons including him (verbally). I have handed over all my job responsibilities & sent a mail to HR.

 

"In continuation to my resignation letter dated 25th June, 2014 I haven’t yet received any formal communication from your end regarding my release. I would like to inform once again to you that I will be available up to 10th July, 2014. In the mean while I have already handed over all my job responsibilities to Mr. XXXX, Mrs. XXXX & Mr. XXXX.

 

I therefore request you to issue my experience certificate & release letter on or before 10th of July, 2014 & thereby oblige."

 

I haven't yet received any communication from HR regarding the same till today.

 

As per my earlier terms and conditions with my present employer the resignation terms was 30 days notice/ salary in luw of notice. 

 

I am not in any contract with the company now. Please suggest what should I do if my present employer doesn't provide me release letter / experience certificate/ full & final settlement by 10th July, 2014.
