YOU CAN THEN APPROACH DOT. IF NOTHING WORKS, APPROACH CONSUMER FORUM OF YOUR DISTRICT UNDER CONSUMER PROTECTION ACT. U HAVE CHOICE OF CHANGING THE SERVICE PROVIDER ALSO!

once you subscribe for an internet connection with a service provider,you will be a consumer of the service provider as such the law governed in this case will be consumer forum which is a hasslefree and less cumbersome process.and also you can redress your grievance in a summary maner, without consuming much time and money.you can also claim for damages and costs of the dispute from the service provider.
You can also ,file a civil suit claiming for damages for the misrepresentations he made and not able to give uninterrupted access with the standard specification.
