Judicial first class magistrate sign on affidavit.

Hello,

I have a problem with my passport. I was born in Secunderabad and I obtained my original birth certificate from Govt of Telangana, Department of Birth & Deaths but when my appied for my first passport in the 1997 he aproached an agent and that agent submited birth certificate of Wadi, Gulbarga distrtict of Karnataka as at that time I was not having my original birth certificate of Secunderabad so now the problem is when I asked how to make change in place of birth in passport with passport office in secunderabad they said me that I need to get Judicial First Class Magistrate or SUb-divisional magistrate (civil court) court order. Now I want to know how many days does it take to get an affidavit signed by Judicial First Class Magistrate or Sub-divisional Magistrate (civil court) and will magistrate impose any fine or give punishment as I show false document.
