Land use change

Hi. I have an factory establishment since 1981.in 1984 land came in to nagar palika area.do i have to change land type to commercial as it was previously agricultural as till date no notice is served to me till date from any authority. What are procedure to do the change of land uss to commercial and what tax i have to pay
