At first Particular land which is to be used for construction of building should be declared Non agricultural land under Sec 143 U.P.Z.A.L.R Act. Rest may be used as being a farm house for agriculture or pisciculture or gardening etc, without any formality.

First u obtain a N.A permission thereafter u built a firm house.

As Under section 143 of UPZA & LR ACT u have to declare your land as non- Agricultural land. Thereafter u can make any farm house of Building on it.
