If it is an affidavit then the notary can attest the same, if it is just a complaint to be filed before court then there is no necessity for an attestation by a notry public or a commissioer of oaths.

Complaint u/s 138 NI Act, 1881 is not required to be attested.
Supporting affidavit to the above complaint has to be attested by Oath Commissioner, however, it may be attested by a Notary Public as well.
