I'm an Indian Muslim, my dad passed away in April 2024, I have you sisters and stepmother. I offered fair market value for all my sister's took the offer and my stepmother is not accepting the offer and refusing to transfer the property to my name.

You cannot force your step mother to give away her share in the property.
Under the given circumstances you may file a suit for partition, get the property divided, along with your sister's share being released in your favor, you can proceed with enjoyment of the same without your step mother's share.
