Issue a well drafted legal Notice demanding for such NOC to Finance company, wait for a month and then file a complaint before District Consumer Forum.  Once notice is issued by a competent advocate, you can file a complaint as a party in person, and the process is simple and you need to spend less than Rs.200/- towards postage and stationery.  You can pray for NOC, costs, and compensation also from FC in your complaint.
