Parking issues

I would like to know that the flat owers have privilage, for parking 

In case parking has alloted to flat owner, and she/he sublet his flat, I want to know that Does a tenant has right of parking where as other flat owner are in waitlist to have car parking in the premisis ??

As far as open spaces are concern in respective socities in Mumbai, Who has right to exercise in given cicumtances??
