I want to know the rules/regulations for purchasing Adivassi land for cultivation or starting dairy farming or any related business.The aim is to create employent for the residants of that Adivassi area.( at intial starge 4-6 peoples)

Can a non farmer person purchase adivassi land?
Can any one purchase the land permenently or on lease. If can purchase on lease then what is the tenure period.
Can NABARD or any other bank give the loan for starting small business like dairy farming or cultvation./plantation?
