Do Private Regtd. bodies Like Islamic Court of Shariah,Srinagar ( Regtd.with J & K Govt ) come under the purview of the RTI Act? Whom to approach and how .n respect of these. Which department or ministry registers them and can be approached. Please infom and oblige.

The referenced NGO appears to be unfair and partisan in administering the Service as per the Shariah law it upholds to operate and serve, which must be explicitly mentioned in its articles of registration. Where should we lodge a complaint against the NGO. Which authority controls or governs the formation or working of the NGO and the like. Please guide, whosoever may and oblige.
I think RTI Act has become defunct. Every one is taking exemption under Sec 8 (1). Can the canteen Stores Department , Adelphi , Mumbai deny info on registration of URCs ( Unit Run Canteen), basically CSD retail outlets to sale CSD goods to serving soldiers, Ex-servicemen, govt employees paid out of defence funds, All defence audit personnel may or may not be paid out of Defe Funds etc etc ) invoking Sec 8(1) ?
