Re acquisition of land from government

Dear all

      Please help me with any information available or any guidance.

 

Well I have a land in a UT of D&NH. This land was brought in 1983 from a land lord of tribal family. We had got all documents of this land. But after some time the son of the landlord who was out of country came to the place, made some fraud document and claimed the land to be his own. A case was then registered in the court. After hearing, finally the matter was settled and document was sign claiming that the land owner son has no involvement whatsoever in the land. This happened in 1992.

But then the land was taken by the government under provision of “Dadra and Nagar Haveli land Reform Regulation-1971 under section 4(6). The reason I don’t know but I have been told that it is because it was illegal to take a land from a tribal family. Now they further mention that under provision of “Dadra and Nagar Haveli Land Revenue Administration 1971 U/s-68” there would be hearing regarding land and we have to pay certain fine in order to get the land back. There were two hearing since then but no one came to inspect the land from the government official, last being done in 2007

Now in order to get our land we are ready to pay the fine but the hearing and inspection is still not being done. The officials when asked, are telling that the order for inspection is not been given by the government. What should we do? Any help or suggestion is appreciated.

If I have to write a complain to a government authority, whom should I write?

I am not getting the above mentioned regulation acts on internet, where would I get it?

Also I have to pay a fine, how much? Any mention in the law?

They also say that we can built a kaccha home (asbestos based roof) on the land but we can but a pakka home (solid roof) on the land. (they say because of the case registered against land on court). Is it true?
