You ask the HOD of the Dept to send the reasons for not paying rent to your building through RTI. It is too much delay. so you may ask interest.

There must be some type of agreement or letter from you to dept., specifying the date of payment of rent and in case of delay the interest charges or penalty per each day of delay. Check for such a letter or agreement.
This is most usual in the case of Government tenants and some times it may even be delayed for years.
If you want to ensure prompt payment, contact advocate and issue a notice to them demanding payment of monthly rent before 5th of next month, and state that per each day of delay penalty. Ask them to vacate the premises if they are unable to abide by the well known accepted general formalities. Insist for more month's rent advance also.

You may have to send a legal notice demanding the rent and arrears of rent that has remained as unpaid till date.
However you may not be able to recover the rent amount for the period beyond three years preceding the date of demand now made.
In the same letter you can even demand them to vacate the premises for willful default in rental payment.
You may take the assistance of an advocate in processing this claim legally.
