Regarding bonus

Hello sir, My company did not paid me Diwali bonus due to my resignation. I joined that company 2 Feb 2016 and resigned on 2 oct 2017. As per company policy I am eligible for bonus but they are not paying it. Policy says: 1) the client partner who has been on rolls as of September 30 2017 are eligible for bonus this year.(yes , I was on the rolls till 30 Sept) 2) and the client partner who resigned or on notice period are not eligible for bonus.(I was not on notice period and I did not submitted resignation till 30 Sept) Sir please give me solution. How can I handle this situation. How do I complaint against my company and HR Team. Please reply me ASAP.
