Registration

Legal heirs of deseased muslim women consented to divide their mother property between them and drafted a settlement unregistered deed and signed themselves. After they bring the consent settlement in to a registered document, one of the legal heir not giving his signature before the registration authority. My request is, the rest of the legalheirs can divide the property and register the settlement deed as per previously draft.
